Discovered by agents '████' and '███' on the rocky shores of Southern █████ during a local lighthouse celebration, the artifact appears to be one of the more benign, if mysterious, artifacts recovered to-date.  The device upon the cap resembles the emblems found upon the historical uniforms of lighthouse keepers, though in place of the traditional oak or laurel leaves surrounding the central lighthouse motif are instead found a tangle of what appear to be tentacles originating from a central, slitted eye. The origin and meaning of this device are unknown, as no matching device can be found in the archives.

Investigators report hearing a faint sound of crashing waves when wearing the hat and smell a distant odor of salt water, though being in sterile lab conditions and far from large bodies of water- however these effects appear with differing strength to various test subjects.  Several subjects also reported strange and unusually vivid dreams in the days following testing the artifact involving heights, cold, and a sense of apprehensive dread regarding “something lurking in the deep”.

It has been observed that several members of the Observation and Interdiction Department have taken to using the emblem on pieces of equipment and clothing, evidently treating the device as a charm or talisman, or perhaps the mark of some parallel organization existing somewhere across the ███.
